His writings draw from decades of experience, offering candid insights, practical lessons, and calls for ethical public service and societal improvement. He is known for whistleblowing on corruption and advocating reforms.

My Personal Brief

Pius Bigirimana is a highly regarded senior civil servant in Uganda, currently serving as the Permanent Secretary and Secretary to the Judiciary—one of the three constitutionally mandated arms of government alongside the Executive and Legislature. With a distinguished career spanning over 30 years in Public Administration, he has held the highest non-political office in Uganda’s Civil Service since 1984. Throughout his tenure, he has played a pivotal role in shaping national governance, championing institutional reforms, and driving efficiency in public service delivery.

A results oriented driven leader, Bigirimana advocates for a holistic governance model that ensures government interventions lead to measurable socio-economic progress and national development. His expertise in public sector management has influenced key policy frameworks and strategic programs, integrating governance with economic sustainability and service delivery.

He is very passionate about his concepts of Conceptual Clarity (this concept refers to a thorough understanding and appreciation of ones appointment and position) and Abundance Mentality (this is the belief that everything is possible as long as you have a positive attitude).

He holds a Bachelor’s degree in Political Science and Public Administration from Makerere University, a Master’s in Development Administration and Management from the University of Manchester (UK), and an MBA from ESAMI (Tanzania). He has also received leadership training from Harvard University’s Kennedy School of Government and an Honorary Doctorate in Leadership and Management.

Internationally, Bigirimana has addressed major forums, including the United Nations Evaluation Symposium, New York and the High-Level London Symposium on Ending World Poverty, focusing on governance, anti-corruption, youth empowerment, and economic transformation. His seven books—Abundance Mentality, From Tears to Cheers, Corruption: A Tale of Wolves in Sheep’s Clothing,  The Corona Lockdown Chronicles, Naked Truth and UNCHAINED—reflect his diverse thoughts in leadership in governance, economic resilience and social life.

Beyond public service, he is dedicated to philanthropy through the Clare Nsenga Foundation, operating a not-for-profit health center in Kisoro, Uganda, that serves over 12,000 patients annually. His vast experience, strategic vision, and international influence position him as a key figure in governance, institutional transformation, and sustainable development. He lives in Kampala with his wife, Elizabeth Bigirimana, their children, and grandchildren.
