My Autobiography

This is the story of how a barefooted boy, from the beautiful but remote Ugandan countryside of Kisoro district beneath the Virunga Mountains, grew up to become a Permanent Secretary. More than 60 years of adversity, adventure and hope are compressed in a few hundred pages to bring to life the belief that an attitude that a glass is half-full (rather than half- empty) goes a long way to attracting positive things in a person’s life. Pius Bigirimana disentangles Uganda’s past and weaves the tale of his family through the difficulties of the times the nation has been through to emphasise the need for a positive attitude, piety and hard work. Abundance Mentality is a testimony that beauty and success are forged using the tools of adversity and, sometimes, failure. One must show a willingness to continually adjust to changing circumstances and detect new opportunities and possibilities.

Unchained

A Public Servant With A Private Sector Mindset

Unchained is a journeying of narratives exploring the meaning of service and its transformation in Uganda right from the pre-colonial period. It culminates in a modern-day examination of where the problem is in Uganda’s Public Service today. The author acknowledges that the Ugandan workspace has evolved substantially over the years. Nonetheless, Conceptual Clarity (deep and wholesome understanding of one’s work) and an Abundance Mentality (a positive mindset) remain very important tools for the modern-day Public Servant. At the institutional level, Mandate Migration (doing what ought not to be done and leaving what ought to be done undone) plagues the cohesive operation of Ministries, Departments and Agencies.Using his personal experiences, as Permanent Secretary, he demonstrates that a positive attitude and thinking “outside the box” are free of charge and cost a good worker nothing to expend. It is without doubt that the Public Service in Uganda has fundamental fl aws (exacerbated by endemic corruption) that must be addressed but that is no excuse for the indifference, unresponsiveness and negativity of some of Uganda’s public servants. These should be fought and be defeated decisively in order to bequeath the future generations with a fruitful inheritance.

To understand corruption in Uganda’s Public Service, one requires a contemplative and practical, yet simplified, examination of how it has come to be. In this book, the notion that corruption affects every single person in the community one moment at a time is carefully expounded. Whether a sick mother cannot receive free drugs at the Government Health Centre because the Health Worker has stolen them, whether the primary school child cannot get a wholesome education on account of an absentee teacher, corruption alters the quality of life, one person at a time. It gradually gathers momentum, hurling the community to a final destination of socio-economic gridlock, widespread deprivation and poverty. Ultimately, these breed the environment that turns corruption into a state of affairs that sabotages Governance and National Security. Any nation that ignores corruption signs off on its own stability and bequeaths the future of its children to anarchy.

Corona Chronicles is a series of family discussions held
over the April – May, 2020 months by the Bigirimana family
when the entire country of Uganda was under a mandatory
lockdown owing to the outbreak of the Covid-19 pandemic.
Over the duration of the lockdown, the family devised a
series of activities to enhance its togetherness while building
physical, emotional/psychological and spiritual character to
enable them cope with the challenges posed by the limitations
imposed on nationwide activities and movement.
The conversations in this book reflect the oneness, harmony
and renewal that the family experienced as they opened up
one to another through presentations, group physical exercise

Marriage is like a complex piece of equipment and those that enjoy it, in the long-term, exhibit an attitude of open-mindedness and continuous learning as they uncover the various buttons and what they do. In marriage, there is no “arrivism”.
