Bigirimana's study on employee attitude in Uganda's Civil Service

Pius Bigirimana, a long-serving civil servant and currently Permanent Secretary to the Judiciary, made the remarks while defending his doctoral study on "Attitude in Civil Service" at the Uganda Management Institute (UMI) recently

His research examined how employee attitudes influence the effectiveness, productivity and accountability of Uganda's civil service.

Bigirimana said the study was inspired by many years of experience in public service and the persistent challenges that continue to affect government programs despite several reforms aimed at improving efficiency.

Chief Justice launches PS Bigirimana's second intimacy book

Titled The Naked Truth, the book explores marriage beyond physical intimacy, showing that while sex is important, it is not enough to sustain a relationship.

In the book, Bigirimana highlights how factors such as work, finances, choices and personality differences shape the success of marriage.

Chief Justice Flavian Zeija has hailed Judiciary Permanent Secretary Pius Bigirimana for stepping into the role once played by traditional marriage mentors through his latest book aimed at guiding intending couples.

Speaking at the launch of "Naked Truth Part Two" in Kampala on Monday, Justice Zeija said the book fills a growing gap left by the decline of cultural structures where elders, such as sengas and kojjas prepared young people for marriage.

Museveni launches two books authored by PS Bigirimana

Faced by three contradicting life-happenings, Pius Bigirimana, the Secretary to the Judiciary, decided to write books to that effect.
One of the books titled: "Abundance Mentality", a second edition was to that effect, launched on Friday by President Museveni at State House Entebbe.
At the same function, another book title: "Corona Lockdown Chronicles" also authored by Mr. Bigirimana, was launched. The three contradicting life events that changed Mr. Bigirimana's life are; when he along with the late former Prime Minister Apollo Nsibambi were involved in a helicopter crash in Bugiri in March 2010 shortly after graduating with a second graduate degree, a master of business administration (MBA).

Dr Pius Bigirimana Honoured with “Order of the Source of the Nile Class One Medal”

President Yoweri Museveni has renewed, for another three years, the contract of Mr. Pius Bigirimana as Permanent Secretary. Bigirimana is currently the PS/Secretary to the Judiciary.

The new contract is effective May 2020, following the expiry of his last contract at the end of April. The President also renewed for three years the contracts of three other Permanent Secretaries: Dorcas W. Okalany (Ministry of Lands), Rosette Byengoma (Ministry of Defence) and David O.O. Obong (Ministry of Science, Technology and Innovation).

The Judiciary yesterday unveiled a Shs9b digital system to auto-track all case files during the trial and update relevant players on the progress of the cases

Mr. Pius Bigirimana, the Judiciary's Permanent Secretary, said the new system dubbed; the 'Electronic Court Case Management Information System' (EMCMIS) will track the progress of all aspects of a case from the initial filing through disposition and appeal.

Ugandan girls sold as slaves in Oman - PS Bigirimana

In a telephone interview yesterday, the Ministry of Gender, Labour and Social Development Permanent Secretary, Mr Pius Bigirimana, confirmed that they have heard stories of Ugandans being illegally trafficked and sold in Oman to work as slaves and they are investigating the matter.

"You heard about it, I habe also heard about it and we are investigating," he said.

The governing body, the executive council of the ILO, determines ILO policy, including the program and budget.

Mr. Bigirimana described the election as a privileged opportunity for Uganda to sit on the world's top-most roundtable on labour issues. "Uganda will now be at the center of influencing the smooth working relationship within member countries, but also focus on getting support in terms of training of our people in labour related fields, attract technical support, without forgetting to mobilise financial resources where necessary". Bigirimana lauds First Lady in two new books

After surviving a scandal in 2013 following a high profile corruption scandal that took place in the Office of the Prime Minister (OPM), the Gender ministry permanent secretary, Mr. Pius Bigirimana wrote a book: Corruption; A tale of Wolves in Sheep's Clothing. President Museveni wrote the forward to the book before he launched it in September 2014.

One mas was at the center of the OPM scandal -  Mr. Bigirimana, the accounting officer at the OPM then. Parliament, after a probe, wanted Mr. Bigirimana sacked but President Museveni insisted that he was a whistle blower.

Bigirimana’s Launches corruption book: Angers legislators

President Yoweri Museveni started his speech at the launch of the book, Corruption; A Tale of Two Wolves in Sheep's Clothing authored by Gender Permanent Secretary Pius Bigirimana, with some colourful language.

"Bigirimana has some Musevenism in him", he said. Mr. Museveni then digressed to the analogy of how Jesus was tried by a spineless Roman leader, Pontius Pilate, after he informed the crowd that Jesus was innocent.

"Pilate yielded to pressure and based his cowardly decision on false accusations, surrendered Jesus for crucifixion." The President then said he is not a cowardly leader and the he could not sacrifice a whistleblower.

Museveni praises Bigirimana on youth project

President Yoweri Museveni has launched the national youth livelihood programme with a heap of praises for Mr. Pius Bigirimana, the former permamnent secretary in the Office of the Prime Minister (OPM), for disproving his critics.

While launching the programme on Friday, Mr. Museveni said he stood by Mr Bigirimana during the OPM saga because he looked at his (Bigirimana's) heart and found no reason why civil society organisations and Members of Parliament wanted him "killed".

Bigirimana to monitor ministries

President Yoweri Museveni has tasked the Permanent Secretary in the Office of the Prime Minister to make a critical analysis of all the ministries and government agencies, despite demands by Acholi MPs that he be relieved of his duties.

Mr. Pius Bigirimana, who is also the chairperson of government's technical coordination and implementation committee, was responsible for monitoring and evaluating government offices.

However with the President's pronouncement at the closure of last week's Cabinet retreat, the PS gets more duties of improving the monitoring and evaluation scales, fine tuning all indicators to have them translate into evident development

Judiciary unveils uniform to fight corruption in courts of law

The Judiciary has unveiled uniforms to be donned by all support staff as one of the key strategies aimed at curbing corruption clogged within the justice dispensing system.

This, according to the Permanent Secretary of the Judiciary, Mr. Pius Bigirimana, indicates that there's a deeper commitment by the Judiciary to fight the vice.

"It takes a lot of initiative to fight corruption and this is one for the many measures we have as the judiciary on fighting the corruption . We are going to practice what we are preaching. So whoever is found doing so will be dealt with mercilessly", Mr. Bigirimana said

Three arrested as police intercepts Shs1.6b scam

Police have arrested three people in an ongoing police invesstetigation into court officials who allowed payment of more than Shs1.6 billion through a debt recovery firm.

The money in question was meant to pay unidentified 2,006 claimants, and police interncepted forged documents used to access the payments.

The tri was arrested by the Criminal Investigations Department(CID) following a complaint by the Permanent Secretary to the Judiciary, Mr Pius Bigirimana.

Youth face arrest over YLP funds

Community development officers in Mpigi District have resolved to arrent all youth who have failed to repay funds under the Youth Livelihood Programme (YPL).

The decision was reached after the office of the Chief Administrative Officer received a letter from Mr. Pius Bigirimana, the permanent secretary in the Ministry of Gender, Labour and Social Development. "Management has taken an administrative decision to the effect that any district or municipality, whose repayment rate for the YLP revolving funds falls below 50 per cent of the amount due, will not receive further funding", Mr. Bigirimana's letter of January 27 reads in part

Kazinda withdraws case against Bigirimana

Jailed former principal accountant in the Office of the Prim Minister (OPM) Geoffrey Kazinda has voluntarily withdrawn a defamation lawsuit that he had instituted against his former boss Pius Bigirimana and now the current permanent secretary, ministry of Gender.

Last year, Kazinda sued Mr. Bigirimana, accusing him of defaming him in his book on corruption titled: A Tale of Two Wolves in Sheep's Clothing, My Experience in Fighting Corruption in Uganda's Public Service.

OPM scam: Museveni explains why he stood by Bigirimana

President Museveni yesterday launched a new book: "Corruption; A Tale of Wolves in Sheep's Clothing", by Gender permanent secretary Pius Bigirimana and used the occasion to explain why he backed him when MPs accused him of having a hand in the loss of donor find in the Office of the Prime Minister.

The President said he stood by Mr Bigirimana after he read the entire report of the Auditor General and found no incriminating evidence linking him to the OPM scam.

Bigirimana writes a book on OPM

The outgoing Permanent Secretary in the Office of the Prime Minister (OPM), Mr. Pius Bigirimana, on Friday gave an emotional farewell speech to staff and revealed that he is writing a book about the infamous scam in the office. 

According to the OPM employees who attended the closed-door meeting in Kampala, Mr. Bigirimana said he learnt a lot from the OPM saga and the he intents to write a book to shed light on the high-tech and syndicated corruption and fraud in government departments. He said the book would contain proposals on how to 'decisively' deal with loopholes used by crooked civil servants who siphoned public funds.

Abundance Mentality

This is the story of how a barefooted boy, from the beautiful but remote Ugandan countryside of Kisoro district beneath the Virunga Mountains, grew up to become the permanent secretary.

One must show a willingness to continually adjust to changing circumstances and detect new opportunities and possibilities.
